Are You Eligible to Vote at Final Action Hearings?

The International Code Council encourages all Governmental Members to review their member records for accuracy to ensure eligible voters can obtain their voting credentials. This applies to all ICC events where members vote as stated in ICC bylaws.

An update to the International Code Council policy CP-28 governing voting on code change proposals at final action hearings requires that modifications to member status must be received by ICC 10 days prior to the start of a public hearing.

The change aims to make sure that eligible voters are able to vote during final action hearings, one of the most important public safety responsibilities of Code Council Governmental Members. Voting members are encouraged to review their membership record for accuracy and to pre-register for the Final Action Hearings. There is no cost to pre-register or attend code hearings.

Q. What do I have to do to vote at the Final Action Hearings?
A. You must be designated by your jurisdiction to serve as a voting governmental member of the International Code Council.

Q. If I am a current member, do I need to check my membership record?
A. All voting members are strongly encouraged to view their membership record for accuracy well in advance of any public hearing so that any necessary changes can be made before the new 10-day deadline in CP-28.
  It is recommended that memberships be applied for or renewed not later than 21 days in advance of a final action hearing.  While voting governmental member representatives can attend the hearings without checking records by registering on site to obtain your voting credentials, individuals may not be able to vote if there are errors in the record.

A. Everyone who expects to vote at a final action hearing is advised to
verify their membership information. The department head might want to do this for all eligible voters in the member jurisdiction, or might delegate the duty to someone else in the department who is authorized to make sure the record is accurate.

A. If the information is accurate, you do not need to do anything else except
pre-register for the Final Action Hearings. By pre-registering, your voting credentials will be waiting for you when you arrive at a final action hearing.

A. If the information is not accurate, visit www.iccsafe.org and complete a voter change form." Print the form. Update and correct the information. Make sure the Governmental Member's Primary Representative is listed, or the new Governmental Member's Primary Representative (generally the agency head), signs the form. All information is subject to verification. The form, or a letter from the Primary Representative, should be faxed, mailed or

A. Even if your record is correct, you are urged to
pre-register for the hearings. That will save you time because your voting credentials will be prepared and readily available when you arrive. You should register with the membership number of the jurisdiction that has designated you as a voter to get your voting credentials at the Final Action Hearings. You can check in at the registration desk without pre-registering, but will have to wait while your voting credentials are prepared.

Q. Who is a Governmental Member?
A. Governmental Members represent a Government/Municipality, including agencies, departments or units engaged in the administration, formulation or enforcement of laws, regulations or ordinances relating to public health, safety and welfare. A Governmental Member may designate 4 to 12 voting representatives, based on population, who are employees or officials of that governmental member and are actively engaged full or part-time in the administration, formulation or enforcement of laws, regulations or ordinances relating to public health, safety and welfare.
